ABSTRACT

Ensuring public safety and reducing crime rates are key indicators of effective public administration and a comfortable living environment. This article examines the understudied activities of the militsiya (Soviet police) in Shcheglovsk during the first five-year plan–a period characterized by the rapid industrialization of the region and the construction of the largest coal-chemical complex in the USSR. Employing the historical-comparative method and functional analysis, the study identifies the primary areas of militsiya operations, personnel recruitment conditions, the detention of arrestees and convicts, and crime statistics. These methods allowed the author to assess the significance of the uncovered historical facts and reconstruct the agency's performance during the first five-year plan. The source base comprises documents from the State Archive of the Kemerovo Region and materials from the local press. The study concludes that during the period under review, the Shcheglovsk militsiya fulfilled its duties while overcoming severe difficulties caused by a massive urban population influx driven by industrial construction and the forced collectivization of the peasantry. The criminogenic situation remained tense, aggravated by a shortage of experienced personnel. In response to these challenges, law enforcement underwent continuous reorganization, expanded its staff, and sought to elevate the status of militsiya officers by increasing monetary and food allowances, as well as introducing additional social protection measures. Investigating the historical experience of the Shcheglovsk militsiya remains highly relevant to contemporary efforts to further enhance public safety and reduce crime rates.
